1.  What is County Passport?
County Passport was developed by the Auditor-Controller's Office.   The purpose is to enable each user to have one login and password for multiple County programs.

If you are a County employee, once your personal County Passport is created, you will automatically be granted access to the Employee Self-Service (ESS) website.

To access other County programs that utilize County Passport, you may have to contact the administrators of those programs to complete additional registration steps.

If you are NOT a County employee and need access to FIN Web or other County systems, you will need to contact the Auditor Help Desk at (805) 568-2110 or [email protected].

2.  Can non-employees use County Passport?
Yes, if you belong to a government agency such as a school or special district and need to access County systems such as FIN Web, you may be eligible for a County Passport account. Please contact the Auditor Help Desk at (805) 568-2110 or [email protected]. for more information.

3.  Why do non-employees use County Passport?
Some users belong to a government agency such as a school or special district and need to access County systems such as FIN Web. These systems require the users to have a County Passport account for authentication.

4.  How do I obtain a County Passport?
If you are a County employee, you must contact your department's payroll administrator.  

If you are NOT a County employee and need access to FIN Web or other County systems, please contact the Auditor Help Desk at (805) 568-2110 or [email protected].

5.  How will my personal information (phone number and email address) be used?  Is it safe?
We make security a high priority. We use encryption technology called Secure Socket Layer (SSL) to protect all information that is transmitted to and from you over the Internet.   You can see this technology in place by looking at the bottom right of your browser and noticing the lock symbol.

The contact information you enter for your County Passport account will be used to contact you regarding your County Passport account, and may also be used by the applications that utilize County Passport (such as Employee Self-Service).

If you are a County employee, your County email address may also be used to communicate with you regarding useful employee information, such as union membership, retirement benefits, transportation and commuting, and recycling programs.   If you provided an alternate email address, you will not receive such communication at that address unless you specifically authorize it.

To change your profile, you must first log in to your County Passport account by clicking on Log In on the menu.   Then, click on Update My Profile on the My Account menu to make the change.

6.  Is this site monitored?
Yes.  Login attempts are recorded and improper usage is closely monitored.

7.  How is my password kept safe?
All passwords are stored behind a firewall and encrypted.   Even our staff cannot look up a password due to its encrypted state.

For added security, County Passport will require you to change your password periodically and will lock your account after too many failed login attempts.

The most important element to keeping your password safe is personal password security.   You maintain the security of the information by keeping your password confidential.   Please do not share your password with anyone.   Click here for more tips on password security.

8.  What if I forget my password?
If you forget your password, you can request a temporary password be emailed to you by clicking on Log In on the menu, and then clicking on the link next to Forgot your Password?.

The temporary password will expire within a short amount of time, so make sure to change your password by first clicking on Log In on the menu.   Then, click on Change My Password on the My Account menu to make the change.

9.  What happens if my County Passport account gets locked?
If your County Passport account gets locked, due to too many failed login attempts, you will be unable to access those County applications that use County Passport until your account is unlocked.   To unlock your account, you can request a temporary password be emailed to you by clicking on Log In on the menu, and then clicking on the link next to Forgot your Password?.

The temporary password will expire within a short amount of time, so make sure to change your password by first clicking on Log In on the menu.   Then, click on Change My Password on the My Account menu to make the change.

10.  How do I change my password?
To change your password, you must first log in to your County Passport account by clicking on Log In on the menu.   Then, click on Change My Password on the My Account menu to make the change.

11.  How do I update my County Passport profile?
Your profile includes your email address and work phone.   To change your profile, you must first log in to your County Passport account by clicking on Log In on the menu.   Then, click on Update My Profile on the My Account menu to make the change.

12.  I need help.  Who do I contact?
If you need help with County Passport, please contact the Auditor Help Desk at (805) 568-2110 or [email protected].

If you are having trouble accessing one of the programs that uses County Passport, please contact that program's administrator.

13.  Why do I have to enter contact information for ESS too?
For County employees only, on the Employee Self-Service website, you must provide Emergency Contact Information on the Update Profile page. This contact information may be used to contact you in the event of a disaster or other emergency affecting county services. This contact information is maintained separately from the County Passport contact information for two reasons: 1) it applies to only County employees, and 2) this contact information may be different in the event of an emergency or disaster than it would be during a normal work day.

Please note, this is also different from the personal emergency contact information you provide to your payroll clerk, which contains contact information for who should be contacted on your behalf if you are injured or otherwise impaired at work.


14.  What other applications use County Passport?
To access other County programs that utilize County Passport, you may have to contact the administrators of those programs to complete additional registration steps.   The following is a list of applications that currently use County Passport for user authentication. Please note that applications not in this list may not be authorized by County Passport and should not be trusted.
